Gov. Charlie Crist has appointed a statewide task force to improve teacher quality, and Miami-Dade Superintendent Alberto Carvalho will serve as its chairman.

The group will tackle the controversial issue of merit pay for teachers, as well as strategies for recruiting and retaining high-performing educators in public schools.

The 21-person committee includes school administrators, teachers, union leaders, university presidents, elected officials, parents and members of the business community.

Other members include state Education Commissioner Eric Smith, state teachers' union president Andy Ford and Florida International University President Mark Rosenberg.

The move comes just months after a controversial merit pay bill caused a highly publicized rift between Republican lawmakers and teachers. Crist vetoed the bill, saying it was ``deeply flawed,'' but vowed to continue the dialogue about merit pay.

The governor hopes to build on the success of the state's Race to the Top working group, which helped Florida secure millions of dollars in competitive federal funds earmarked for education.

The new task force will report to the governor, the state Board of Education and the Legislature by December.
