The Miami-Dade County School Board approved a $275,000 contract for its new superintendent, Alberto Carvalho, despite protests of unethical selection procedures and accusations of an affair. Mr. Carvalho, 44, replaced Rudy Crew, a former New York City schools chancellor, who left last month amid racial discord and a $66 million budget shortfall. Before Mr. Carvalho was appointed, e-mail messages suggested a relationship with a former education reporter for The Miami Herald. Mr. Carvalho, an 18-year veteran of the school district, was appointed without a formal application process. His contract was approved by a vote of 6 to 3."
