Final Scope of Work Status

The Florida Department of Education submitted 65 LEA Final Scopes of Work to the U.S. Department of Education on Nov. 22. Sixty had full program approval and five had conditional program approval. All LEAs received conditional budget approval.

Below are definitions for full program or conditional program approval:

• Full program approval - means that all 13 projects were approved and are ready for implementation. Full program approval does not automatically indicate that work products to meet the Deliverables are final (for example, teacher evaluation systems will be reviewed for approval after May 1, 2011).
• Conditional program approval - means that one or more projects have correctable deficiencies that can be resolved over the next several months. It also means that an LEA’s budget may be restricted until they are fully approved. Some things may be corrected quickly, and others may take time. We will work with each LEA to identify an appropriate revision timeline during the first grant year.

Final Scope of Work Template

The Local Education Agency (LEA) Final Scope of Work Template for Race to the Top (RTTT) is designed to assist LEAs in the development of initial plans which must be approved by the Florida Department of Education and submitted to the U.S. Department of Education by Nov. 22, 2010. The template includes separate Work Plan Tables to address each element of the Memorandum of Understanding (MOU) which is part of Florida’s approved RTTT grant award.

The template provides a format for LEAs to provide quarterly detail for FY 2010-11 work plans, and strategic plans for years 2011-12, 2012-13, and 2013-14. As with all grants, it is envisioned that the strategic elements in last three years of the work plan may be amended as LEAs work through initial implementation, more comprehensive planning, and the collective bargaining process. While collective bargaining should be a deliverable in the Final Scope of Work where applicable, the bargaining does not have to be completed before the Final Scope is submitted.

The template is designed to capture required elements for RTTT plans with minimal effort on behalf of LEAs, and to facilitate the timely review and turn-around of LEA plans by the FLDOE.
